On 15 September 2015 some 175 construction industry experts packed into the QE II Centre in London for a workshop to kick-off the Bonfield Review. This government-commissioned review is tasked with examining, and I quote: “Consumer Advice, Protection, Standards and Enforcement for UK home energy efficiency and renewable energy measures”. The key issue is how to ensure a quality outcome for consumers who choose to install energy efficiency or renewable energy measures.

While there was much discussion around the problems that need to be fixed and current good practice, it is ultimately down to consumer choice. We need to improve our understanding of the triggers that prompt consumers to invest in energy efficiency.

The importance of taking a whole building approach and understanding that one size does not fit all were also recognised from the start. There are many different types of domestic building and different types of building ownership across the UK. A recurring suggestion was the creation of a semi-mythical “Super Energy Surveyor”, who effectively owns the improvement of a property’s energy performance, and would be able to prioritise each of the energy efficiency measures proposed across all of the building fabric on a case-by-case basis, balancing performance against value added. It will be very interesting to see how this idea progresses and how it might be implemented.

Market segmentation helps the industry to target groups of consumers with common messages. For example, with those consumers that are able to pay in particular, energy efficiency is arguably a given. They are seeking aspirational products, such as bi-folding doors, that enhance their property, transform their living space and contribute to their wellbeing, all without compromising on energy efficiency. This can also act as a trigger for the homeowner to replace all of their windows and doors.

In parallel, the European Commission is consulting on proposals for a European Window Energy Label. While this could cause additional chaos in the UK where existing voluntary schemes are already in place, we are also concerned that a “simple” rating system that does not take site-specific factors properly into account could lead to unintended consequences, including the identification of the wrong window solutions for a given application. Council for Aluminium in Building
The Council for Aluminium in Building (CAB) was formed in 1994 by the
bringing together of three existing trade associations, the Architectural
Aluminium Association, the Patent Glazing Contractors Association and the Aluminium Window Association, all of whom had been established for well over 25 years. Our mission is to support the interests of the architectural aluminium industry by encouraging the increasing use of aluminium products in architecture and the construction industry as a whole, to encourage quality and best practice, to set new technical standards and protect members' business and contractual interest. In addition we are driving forward the development of a national training structure for the sector and have received major grants from the DTI to assist in this activity.
